Napanee inmate charged by OPP with manslaughter in Kingston man's death

Ontario Provincial Police have charged a Napanee man with manslaughter and other offences following the sudden death of a Kingston man in March.

The OPP said the death occurred at Quinte Detention Centre in Napanee on March 18. On that day, an inmate was found unresponsive by staff and later pronounced dead at the scene. The OPP have identified the man as 31-year-old Hendrik Peter Ryskamp of Kingston.

Det. Insp. Mary Shannon, led the OPP’s investigation. They have charged a Napanee man as a result.

Barry Samuel Kerlovich, a 41-year-old man from Napanee, was arrested on Wednesday and charged with manslaughter, trafficking an opioid, and possession of an opioid for the purpose of trafficking.

Kerlovich is scheduled to appeared in court on Wednesday.
